Cumbrian Bait Proposal Approved

The byelaw proposal seeking to outlaw the use of live and dead freshwater fish and eels in 14 named lakes in Cumbria has now been confirmed by DEFRA as of the 26th July 2002.

The letter announcing the byelaw change states that "the Secretary of State decided that the proposed ban on the use of live and dead fish for bait was supported scientifically and was also a reasonable and justified response to the risks posed by the introduction of fish species not native to the specific waters to which the byelaw will apply".

The letter goes on to say that the Environment Agency "must ensure that sufficient enforcement is devoted to these byelaws". This might explain why anglers were challenged over their possesion of coarse fish deadbaits on the very day that most of those who objected to the byelaw proposal received notification that it was in force!

According to the letter, the new measures must "be supported by an education programme to explain the need for the prohibitions on the use of these baits and that alternative baits do exist for pike fishing", and that it is "important that the Agency works closely with other relevant local and national bodies to put in place measures to protect the lakes from further degradation".

The revised byelaw permits the use of sea fish deadbaits all year round on the fourteen waters, and the letter further informs us that the Government "has no plans to ban angling".
